Job Summary:
The Project Development Manager provides day-to-day leadership for the Project Management team and is responsible for the successful execution of the capital project portfolio from approval through turnover to Operations. Working closely with Engineering, Procurement, Accounting, Operations, Technology, and Sales, this role drives project accountability, schedule performance, cross-functional coordination, and continuous improvement. The position develops Project Managers, standardizes project delivery processes, and supports the department's strategic growth.
Job Responsibilities
- Leads, coaches, and develops the Project Management team through performance management, resource planning, and mentoring.
- Oversees execution of the capital project portfolio from approval through engineering, procurement, construction, commissioning, and turnover.
- Monitors project schedules, budgets, risks, quality, and milestones while driving accountability for project performance.
- Coordinates with Engineering, Procurement, Accounting, Operations, Technology, Sales, consultants, contractors, and airport stakeholders to ensure successful project delivery.
- Drives workload balancing, project governance, and continuous improvement initiatives that improve consistency and scalability.
- Develops and implements standardized project management methodologies, processes, tools, and best practices to improve project execution and consistency.
- Supports staffing, organizational planning, and long-term growth of the Project Development organization.
- Performs other duties as assigned.
Job Qualifications
Education and Certifications
- Bachelor's degree in Construction Management, Engineering, Business, Architecture, Project Management, or related field preferred: or equivalent combination of education, training, experience, or military experience.
- PMP certification or equivalent project management certification preferred but not required.
Work Experience
- Minimum 5 years of experience managing commercial construction, engineering, or capital development projects required.
- Minimum 3 years of leadership or supervisory experience with responsibility for leading multiple concurrent capital projects and cross-functional teams required.
Skills
- Demonstrated ability to manage multiple complex capital projects simultaneously while balancing priorities, resources, and competing deadlines.
- Ability to interpret budgets, forecasts, schedules, financial reports, and project performance metrics to support informed decision-making.
- Excellent verbal and written communication skills with the ability to build effective working relationships across departments, clients, contractors, consultants, and executive leadership.
- Proficient in construction management and project management platforms (e.g., Procore, Autodesk Construction Cloud, Microsoft Project, Smartsheet, Primavera P6), including project reporting, workflow management, document control, and user support.

- Employee must have the ability to sit and/or stand at a desk for a minimum of eight (8) hours a day and complete tasks requiring repetitive use of hands.

- This job is performed in a temperature-controlled office environment.
Other Requirements
- Ability to travel approximately 20–30% for project meetings, airport visits, and corporate meetings.
- Valid driver's license.
- Must have a reliable vehicle.
