Position Summary
The Director of Program Strategy is responsible for defining and executing strategic initiatives that drive growth, innovation, and operational excellence across Commercial Care Management, Utilization Management, and Specialty programs. This role partners with cross-functional teams to develop scalable solutions, enhance member engagement, and ensure compliance with accreditation standards and policies while supporting business development and revenue growth.
Key Responsibilities:
- Develop and implement multi-year program strategies aligned with organizational goals
- Identify emerging trends and market opportunities to inform program evolution
- Oversee design and enhancement of care management and utilization management programs
- Collaborate with Sales teams to create compelling value propositions and support RFP responses
- Champion adoption of digital tools, predictive analytics, and automation
- Monitor KPIs and program performance metrics; provide actionable insights
- Build strong relationships with internal teams and external clients

Required Qualifications
- 10+ years of experience in healthcare strategy, program management, or product development
- Strong knowledge of care management, utilization management, and care management program structure
- Proven ability to lead cross-functional teams and drive strategic initiatives
- Excellent communication, analytical, and leadership skills
Preferred Qualifications:
- Experience with telephonic and virtual care models
- Familiarity with NCQA standards
- Proficiency in data analytics and digital health technologies
- Clinical license preferred but is not required
Education:
- Bachelor’s degree in healthcare administration, Business, or related field (Master’s preferred)
Pay Range
The typical pay range for this role is:
$100,000.00 - $231,540.00
This pay range represents the base hourly rate or base annual full-time salary for all positions in the job grade within which this position falls. The actual base salary offer will depend on a variety of factors including experience, education, geography and other relevant factors. This position is eligible for a CVS Health bonus, commission or short-term incentive program in addition to the base pay range listed above. This position also includes an award target in the company’s equity award program.
