Position Summary

This role drives analytic insight and operational execution to improve Medicare Advantage and Part D Star Ratings.

You will partner with Stars business leads and the Stars Data Science (DS) teams to translate measure definitions into robust datasets, dashboards, and actionable analytic narratives—leveraging our internal Stars data warehouse and contributing to their data inputs and outputs where appropriate.

Baseline cloud engineering skills on Google Cloud Platform (GCP)—especially BigQuery, Cloud Storage, Pub/Sub/Dataflow (Apache Beam), and secure IAM patterns—are required to build and sustain data pipelines that feed Stars reporting, analytics, and self-service tools, consistent with healthcare data governance and HIPAA expectations.

Key Responsibilities

  • Stars analytics & measure enablement
  • Build and maintain analytic assets that align to CMS Star Ratings methodology for Part C & Part D
  • Data sourcing & pipeline development (GCP)
  • Design and operate basic GCP data pipelines (BigQuery SQL, Dataflow/Apache Beam jobs, Pub/Sub ingestion, Cloud Storage staging) with appropriate schema management, data quality checks, and lineage documentation; apply least‑privilege IAM access and PHI/PII handling practices.
  • Platform partnership (Stars DI)
  • Collaborate with Stars Strategy & Data science product owners to supply/consume data from Enterprise (PBM, EDW), Stars platforms such as SCP and SMT, ensuring freshness, accuracy, and usability for analysts and business partners.
  • Insight delivery & storytelling
  • Translate complex performance patterns into concise narratives, executive-ready visuals, and “so‑what” recommendations for interventions (member outreach, provider engagement, operational process changes).
  • Compliance & governance
  • Operate within CMS compliance, HIPAA, and internal data governance standards; document assumptions, calculation logic, and audit trails aligned to Stars reporting controls.


Required Qualifications

  • Experience: 5+ years in healthcare analytics, including at least 3+ years working directly on Medicare Stars (Part C/Part D) or adjacent quality programs (HEDIS®, CAHPS, HOS).
  • GCP fundamentals: Hands-on with BigQuery (SQL, partitioning, optimization), Cloud Storage, IAM roles/service accounts, and at least one pipeline/streaming technology (Dataflow, Pub/Sub) for ingestion or transformation.
  • Data skills: Advanced SQL; practical Python for ETL/EDA; comfort with data quality/validation frameworks and version control (Git).
  • Analytics & BI: Experience building metric definitions, dashboards, and self-service datasets; fluency with at least one BI tool (e.g., Looker/Looker Studio, Tableau, Power BI).
  • Healthcare compliance: Working knowledge of HIPAA and PHI/PII handling.
  • Communication: Strong stakeholder engagement, executive-ready storytelling, and documentation disciplined for auditability.


Education
Bachelor's Degree or commensurate experience is required

Pay Range

The typical pay range for this role is:

$130,295.00 - $260,590.00


This pay range represents the base hourly rate or base annual full-time salary for all positions in the job grade within which this position falls. The actual base salary offer will depend on a variety of factors including experience, education, geography and other relevant factors. This position is eligible for a CVS Health bonus, commission or short-term incentive program in addition to the base pay range listed above. This position also includes an award target in the company’s equity award program.
