Position Summary
The Executive Director, Strategic Marketing – Medicaid is responsible for shaping and advancing Medicaid marketing strategy and delivery across Aetna Marketing, in close partnership with business leadership. This role brings and/or develops a deep understanding of the external and internal Medicaid environment—including regulatory dynamics, competitive landscape, policy trends, and member needs—and translates business priorities into scalable, high-impact marketing strategies.
The role operates in a center-of-excellence model, partnering closely with the Medicaid Business Unit, state and local market leaders and cross-functional marketing teams. The Executive Director provides strategic direction, integrated frameworks, and best-practice enablement programs that increase efficiency, agility and impact across Medicaid markets.
This position is focused on enterprise-level priorities and cross-cutting initiatives that benefit multiple markets, accelerate adoption of proven approaches, and elevate the effectiveness of Medicaid marketing in a complex, highly regulated environment.
Key Responsibilities
Strategic marketing leadership:
- Develop and maintain a strong understanding of the Medicaid external environment and translate insights into marketing implications.
- Serve as the primary strategic partner to the Medicaid business unit for all enterprise-level marketing considerations.
- Partner with Medicaid business leadership to convert enterprise and market business priorities into cohesive, scalable marketing strategies.
- Anticipate emerging opportunities and risks and proactively shape strategic marketing responses that support growth, retention, trust, and experience.
Enterprise & Matrix Leadership
- Act as a senior strategic marketing leader and advisor across Medicaid markets, influencing outcomes through expertise, alignment, and collaboration.
- Partner closely with the Medicaid Business Unit, market presidents, and cross-functional marketing leaders to align on priorities, clarify roles, and support strong market-level execution.
- Foster alignment across enterprise and market teams to ensure strategies are practical, scalable, and responsive to local needs.
Center of Excellence (COE) Enablement
- Lead a Medicaid Marketing Center-of-Excellence approach, delivering integrated strategies, playbooks, and frameworks that markets can adapt and deploy.
- Drive best-practice sharing and standardization where it adds value, while preserving flexibility for state-specific requirements.
- Enable consistent, high-quality approaches across brand, growth, digital, member engagement, community outreach, and culturally relevant marketing.
Priority Initiative & Cross-Functional Leadership
- Lead a portfolio of enterprise-priority initiatives that cut across markets and functions, improving outcomes such as: Member growth and retention, member experience and engagement, brand trust and consistency, and speed, efficiency and effectiveness of execution.
- Provide cross-functional leadership across marketing, product, clinical, compliance, legal, analytics, and operations to deliver integrated, compliant solutions.
Performance, Insights & Continuous Improvement
- Use performance data, market feedback, and insights to assess effectiveness, identify gaps, and refine enterprise strategies and enablement.
- Develops dashboards and/or reporting constructs that strengthen the connection between enterprise strategy and market execution, and help markets measure impact consistently.
Governance & Compliance Partnership
- Ensure marketing strategies and COE guidance are grounded in Medicaid regulatory and compliance requirements.
Required Qualifications
- 15+ years of progressive marketing experience, with a strong preference for deep expertise within Medicaid; candidates with adjacent government‑sponsored healthcare or broader healthcare marketing backgrounds will also be considered.
- Executive-level communication, storytelling, and stakeholder-management skills.
- Demonstrated success leading strategy and influence in matrixed, complex organizations.
- Proven ability to translate business priorities into clear, actionable, and scalable marketing strategies.
- Experienced with digital-first and data-driven marketing approaches.
Preferred Qualifications
- Strong understanding of the Medicaid landscape, including regulatory, competitive, and market variability.
- Experience partnering directly with Medicaid business units and state market leadership.
- Background in enterprise marketing strategy, enablement, or COE-style models.
- Track record of driving improved impact and efficiency across distributed teams.
Education
- Bachelor’s degree in Marketing or related field; advanced degree preferred.
Pay Range
The typical pay range for this role is:
$131,500.00 - $303,195.00
This pay range represents the base hourly rate or base annual full-time salary for all positions in the job grade within which this position falls. The actual base salary offer will depend on a variety of factors including experience, education, geography and other relevant factors. This position is eligible for a CVS Health bonus, commission or short-term incentive program in addition to the base pay range listed above. This position also includes an award target in the company’s equity award program.
