Position Summary

Join CVS Health on our mission to transform health care for millions of Medicaid members. As a member of the Medicaid Digital team, you will be at the forefront of creating innovative solutions that improve health outcomes for our most vulnerable populations while streamlining experiences for providers and state partners.

We are seeking a driven Senior Product Manager to own and advance our Medicaid member and provider experience capabilities. This is a hands-on role where you will define features, manage product backlogs, and coordinate across multiple teams to deliver impactful solutions. You will translate complex Medicaid requirements—including provider operations, benefits administration, and regulatory compliance—into well-groomed, actionable features that Product Owners can break down for development teams.

In this role, you will be the connective tissue between stakeholders, Product Owners, engineering teams, state partners, and end users. You will work closely with the Lead Director, Medicaid Digital to execute the product strategy, while taking ownership of feature-level backlog management, cross-functional coordination, and ensuring features are ready for teams to execute. You will facilitate feature grooming sessions across teams, define feature acceptance criteria, and ensure alignment on priorities.

Success requires deep curiosity about Medicaid operations, strong organizational skills, and the ability to balance competing priorities across state programs, regulatory requirements, and technical constraints. Ultimately, this role ensures that our Medicaid digital products ship on time, meet quality standards, and genuinely solve problems for the people who depend on them.

Key Responsibilities

Feature Definition & Backlog Management

  • Define and write detailed features that translate Medicaid member and provider needs into executable development work
  • Own and manage the feature-level backlog, ensuring features are well-groomed, prioritized, and ready for Product Owners to decompose
  • Define clear feature acceptance criteria that account for Medicaid regulatory requirements, state-specific rules, and quality standards
  • Break down complex Medicaid workflows (eligibility, benefits, provider directory, claims) into incremental, deliverable features
  • Maintain traceability between features, epics, and strategic initiatives defined by the Lead Director
  • Work with Product Owners to ensure features are properly broken down into user stories for sprint execution

Cross-Team Coordination & Feature Grooming

  • Coordinate feature grooming sessions across multiple teams including engineering, design, QA, compliance, and business stakeholders
  • Facilitate alignment on feature scope, dependencies, and timelines across distributed teams working on related capabilities
  • Ensure consistent understanding of Medicaid requirements and acceptance criteria across all teams
  • Identify and manage feature dependencies between teams and product areas
  • Partner with architects and technical leads to ensure features are technically feasible and aligned with system architecture
  • Coordinate with Product Owners to ensure features flow smoothly into sprint planning

Agile Execution & Program Coordination

  • Lead cross-team feature grooming and refinement sessions
  • Support PI Planning by preparing features, sizing work, identifying dependencies, and coordinating capacity across teams
  • Partner with Product Owners and Domain Owners to ensure consistent execution across related product areas
  • Track feature delivery across multiple teams and report on progress toward roadmap milestones
  • Use data and user feedback to identify opportunities for feature enhancement and prioritization adjustments
  • Maintain feature documentation and ensure knowledge sharing across teams

Medicaid Domain Application

  • Apply knowledge of Medicaid programs, benefits structures, and provider operations to feature design
  • Understand and incorporate state-specific variations in eligibility rules, covered services, and provider requirements
  • Ensure features support diverse Medicaid populations including dual-eligible members, behavioral health, and LTSS recipients
  • Consider health equity, accessibility, and social determinants of health in feature development
  • Stay informed on Medicaid policy changes and assess impact on product backlog and feature priorities
  • Translate complex Medicaid regulations into clear feature requirements that teams can execute

Product Quality & Continuous Improvement

  • Support testing coordination with business stakeholders, state partners, and provider focus groups
  • Monitor post-launch feature performance and quickly identify issues requiring prioritization
  • Track feature-level metrics including delivery velocity, quality, and business impact
  • Maintain product documentation including feature specifications, release notes, and dependencies

Required Qualifications

  • 7+ years of experience in product management, defining features and managing backlogs through the full SDLC in complex, regulated, Agile environments, including coordinating across multiple cross‑functional teams, facilitating feature grooming and refinement, and writing clear, detailed feature definitions with well‑defined acceptance criteria while balancing regulatory requirements, business needs, and technical constraints.
  • 3+ years of experience working with Medicaid programs, healthcare benefits administration, or provider operations. Strong understanding of Medicaid member and provider journeys and operational workflows

Preferred Qualifications

  • Knowledge of Medicaid claims processing, benefits administration, or eligibility systems
  • Understanding of CMS regulations, state Medicaid contracts, and managed care requirements
  • Familiarity with HEDIS measures, Stars ratings, or other Medicaid quality metrics
  • Experience working with state government stakeholders or public sector healthcare
  • Scaled Agile Framework (SAFe) experience, particularly with PI Planning and feature-level work
  • Background in health equity, social determinants of health, or serving vulnerable populations
  • Strong analytical skills with ability to use data tools (Jira, Confluence, analytics platforms) to inform prioritization
  • Excellent written and verbal communication skills with ability to explain complex Medicaid concepts to technical and non-technical audiences
  • Experience managing dependencies across multiple agile teams or trains
  • Certification in Product Management (e.g., CPM, CSPO) or Agile methodologies

Education

Bachelor's degree or equivalent work experience

Pay Range

The typical pay range for this role is:

$106,605.00 - $260,590.00


This pay range represents the base hourly rate or base annual full-time salary for all positions in the job grade within which this position falls. The actual base salary offer will depend on a variety of factors including experience, education, geography and other relevant factors. This position is eligible for a CVS Health bonus, commission or short-term incentive program in addition to the base pay range listed above. This position also includes an award target in the company’s equity award program.
