Job Summary

The Senior Manager of Product Strategy is responsible for the design and execution of the product strategy for Tufts Health Public Plans’ Individual and Small Group offering (“Direct”), which serves over 175,000 subsidized and unsubsidized members. The Senior Manager, working closely with the Director of Product Strategy, leads the identification and implementation of strategic initiatives that deliver on the “quadruple aim” of improved member experience, higher quality care, lower costs and increased provider satisfaction.
Among other areas, the Senior Manager will be responsible for identifying strategic initiatives focusing on financial targets and margin management, provider network development, administrative excellence, population health programs, and membership growth. Collaborating closely with internal and external stakeholders and subject matter experts, the Senior Manager is responsible for establishing the key elements of strategic initiatives associated with these domains and driving implementation.
The Senior Manager is responsible for the ongoing performance tracking and improvement of the chosen strategy, including the establishment of a well-defined set of performance objectives. As such, this role works closely with a cross-section of division and enterprise business and functional teams (operations, clinical services, network management, legal, compliance, finance, marketing and communications, etc.) to establish and achieve those objectives. The Senior Manager leads required analytical initiatives, develops action-oriented performance improvement recommendations and ensures their implementation.
The Senior Manager is responsible for ensuring the strategy is successfully implemented internally, across a highly-matrixed organization, and externally, with a broad set of stakeholders (e.g. providers, regulatory agencies). In some cases, and in collaboration with resources across THPP, the Senior Manager (and their team) will be responsible for project managing the implementation of material performance improvement initiatives. As such, the Senior Manager is responsible for cultivating relationships with internal leaders, as well as external partners, necessary to achieve chosen strategic objectives.
Under the direction of the Director of Product Strategy, the Senior Manager contributes to building presentations of key business cases and updates to the senior leadership team to facilitate strategic decision making. The Senior Manager also drives implementation of strategies by serving as the subject matter expert to the rest of the business.
The Senior Manager is expected to hire, lead and develop a team of 1 – 3 managers/analysts/coordinators.

Key Responsibilities/Duties – what you will be doing

  • Develop strategies to support growth and financial performance of the Government Markets Division, including
    • Establish key performance objectives, monitor results, and provide data-driven strategic recommendations across a variety of domains including medical trend, financial and operational performance, member/provider experience, care management, network management and compliance.
    • Lead the implementation of mission-critical operational initiatives, including the management of strategic partner relationships and/or internal performance improvement projects.
    • Develop recommendations to optimize ongoing product positioning based on market data, business and competitive intelligence data
    • Collaborate closely with medical directors and population health leaders, to identify opportunities for implementing enhanced clinical programs for this product
    • Develop productive working relationships with a wide-variety of external stakeholders, including providers, regulators, brokers, and advocates
    • Communicate product performance to internal stakeholders, including senior leadership
    • Lead analytical initiatives required to develop performance improvement recommendations
    • Maintain oversight of performance dashboard and necessary reporting for product performance
    • Serve as product subject matter expert to enterprise
    • Identify and implement key strategic initiatives that align with Direct’s strategic priorities
    • Perform ongoing analysis of product performance inclusive on a view market performance consumer research, competitor assessment, and assessment of industry leaders
    • Develop collaborative relationships with the internal stakeholders to assess legal, compliance, operational, clinical/care model, consumer, and network considerations and business requirements. Build alignment with how their function-specific strategic goals tie to the product’s overall strategy
    • Identify opportunities to grow and improve existing product through analysis of consumer, competitor, and regulatory information and the evaluation of new product opportunities
    • Support the identification and implementation of a strategic vendor, if needed
    • Present strategic recommendations to senior leadership for feedback and approval
    • Develop high-functioning team of resources to support the strategy setting and executing
    • Conduct regular performance reviews and provide key developmental feedback
    • Effectively structure and delegate work to set-up team for success

Qualifications – what you need to perform the job

Education, Certification and Licensure

  • Bachelor’s Degree required. Master’s degree: MPH, MBA or other Master’s degree with healthcare or financial focus preferred.

Experience (minimum years required):

  • Five – Ten (5-10) or more years of Health plan or provider experience
  • Experience with Health Connector products strongly preferred

  • Must possess maturity and a high degree of professionalism.

  • Must be a self-starter, be able to think creatively, take responsibility, be extremely resourceful, and have a high energy level.

  • Strong analytical skills, including financial management
  • Significant quantitative and qualitative data analysis experience
  • Strong understanding of the managed care industry
  • Familiarity with community-based care management
  • Comfort working closely with internal and external clinicians
  • Experience with applicable software and database programs including Access, Excel, Word, PowerPoint
  • Strong project management and stakeholder management skills
  • Exceptional organizational and communication skills

Working Conditions and Additional Requirements (include special requirements, e.g., lifting, travel):

  • Must be able to work under normal office conditions and work from home as required.
  • Work may require simultaneous use of a telephone/headset and PC/keyboard and sitting for extended durations.
  • May be required to work additional hours beyond standard work schedule.
